How do I apply for an LTVP for my parents?
A Singapore citizen or PR aged 21 or over can sponsor their own parents for an LTVP by logging in to ICA's e-Service with Singpass. Parents-in-law are not eligible. If the citizen or PR child is under 21, another Singapore citizen or PR aged 21 or over must sponsor. Most applications are processed within 6 weeks.

Who can sponsor, and how
ICA's LTVP category covers a parent of a Singapore citizen or a Singapore PR, so PRs can sponsor their parents as well as citizens. The adult child submits the application through ICA's e-Service with their Singpass. Documents not in English need an official translation, for example one done by the issuing country's embassy or by a notary public. ICA charges S$45 when you submit and S$60 to issue the pass if it is approved.
LTVP is not PR
An LTVP lets your parent live in Singapore, but it is not permanent. It has to be renewed, and each renewal depends on you continuing to sponsor. Only an aged parent of a Singapore citizen aged 21 or over can apply for PR as a parent. Parents of PRs have no PR route of their own, so for them the LTVP is usually the long-term option.
