Can an LTVP holder apply for Singapore PR?
Holding an LTVP does not by itself make you eligible for PR, because it is not one of ICA's PR categories. Many LTVP holders can still apply through a family route: a spouse of a Singapore citizen or PR, or an unmarried child under 21. A parent qualifies only as an aged parent of a Singapore citizen aged 21 or over.

Which LTVP holders have a PR route
Foreign spouses on an LTVP can be sponsored for PR by their citizen or PR spouse, and unmarried children under 21 by their citizen or PR parent. An LTVP holder who later gets an Employment Pass or S Pass can also apply on that basis. Parents of PRs, and parents or grandparents here on a student-parent LTVP, have no family route to PR.

ICA considers family ties to Singaporeans, economic contribution, qualifications, age, family profile and length of residency. A pending PR application does not extend your LTVP, so keep renewing the pass on time while you wait.
