Can an international university student apply for Singapore PR through the student route?
ICA's published student category requires study in Singapore plus at least one national examination (PSLE, GCE 'N'/'O'/'A' Levels) or participation in the Integrated Programme. University enrolment alone does not meet that stated condition, so a university student generally cannot use the student route.
The realistic route
A foreign graduate more commonly applies later as an Employment Pass or S Pass holder, a separately listed category, with ICA assessing contribution, qualifications, age and length of stay. See <a href="https://www.ica.gov.sg/reside/PR/" style="color:#204F3C;font-weight:600;">ICA's PR guidance</a>.
