What are the eligibility requirements for an S Pass?

S Pass is for mid-skilled workers with a relevant diploma or technical qualification and a job offer meeting the minimum qualifying salary — S$3,300 for new applications from 1 September 2025, rising to S$3,600 from 1 January 2027 (age-tiered). Employers must also stay within their sector's S Pass quota and pay the applicable levy.

Salary, qualification and quota

The qualifying salary is S$3,300 a month for new applications submitted from 1 September 2025 (S$3,150 for renewals of passes expiring before 1 September 2026), rising to S$3,600 for new applications from 1 January 2027. Financial services thresholds are higher. On top of the salary, the employer must have quota headroom for your sector and pay the monthly levy.

Why the threshold keeps moving

MOM has staged increases to the S Pass qualifying salary so it tracks the top one-third of local associate professional and technician (APT) wages by age.
