Does CECA make Singapore PR easier for Indian nationals?
No. CECA, the India–Singapore Comprehensive Economic Cooperation Agreement signed in 2005, covers trade in goods and services, investment and short-term business movement. Permanent residence is not part of it, and it gives Indian nationals no PR route or advantage. It does not make an Employment Pass easier to get either.

CECA and work passes
In July 2021 the Manpower Minister told Parliament that CECA gives Indian nationals no free access to Singapore's job market. Indian Employment Pass applicants must meet the same qualifying salary and COMPASS rules as every other nationality. In 2020, only about 500 of Singapore's 177,000 Employment Pass holders were intra-corporate transferees from India.
Why CECA still matters for your PR file
CECA and foreign hiring are politically sensitive topics in Singapore. A PR application that shows the applicant adds skills, trains local staff and is rooted in the community fits the government's stated aims far better than one that reads as competing with Singaporeans for jobs.
