# Boost Your Singapore PR Application: The Ultimate Guide to Recommendation Letters

Boost your Singapore PR application with expert tips on crafting strong recommendation letters. Enhance your chances for approval. Read the insights.

TLDR:

- A recommendation letter (also called a testimonial) is not on ICA’s PR document checklist. It is optional. Use it only to show things your required documents cannot.[[2]](#source-2)

- The employment letter is required. It must come from your current employer, be dated no more than 3 months before you apply, and state your occupation, start date, and basic and gross monthly salary.[[2]](#source-2)

- ICA also asks for 6 months of payslips and a 400 x 514 pixel colour photo with a white background.[[2]](#source-2)

- A good recommendation letter makes specific, checkable claims about your work and your life in Singapore. Vague praise adds nothing.

Most Singapore PR applicants ask two questions about letters: do I need a recommendation letter, and what goes in the employment letter? The answers are different. ICA (the Immigration & Checkpoints Authority) requires an employment letter with fixed details. It does not ask for a recommendation letter at all.[[2]](#source-2)

This guide covers both, plus the photo rules that trip people up. For the letter that explains your whole case, see our separate guide on [how to write a Singapore PR cover letter](/articles/how-to-write-singapore-pr-cover-letter).

## ICA does not ask for a recommendation letter, so it must add something new

ICA’s PR document checklist lists personal, family, education and employment documents. Recommendation letters and testimonials are not on it.[[2]](#source-2)

The checklist does say ICA “may contact the main applicant/ sponsor for other supporting documents that are not listed”.[[2]](#source-2) So extra material is not forbidden, but it is not required either.

ICA weighs factors such as family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency.[[1]](#source-1) Your payslips and employment letter already prove your job and salary. A recommendation letter is only worth including if it shows something those documents cannot, for example:

- your role in a team or project that matters to the business in Singapore

- skills that are hard to find locally

- volunteer, community or grassroots work in Singapore

- how long and how closely the writer has known you here

In our experience, one specific letter from a credible writer does more than several generic ones. A letter that only repeats your job title and salary adds nothing.

## The employment letter is required and must contain four details

ICA wants a letter from your current employer, dated no more than 3 months before you apply online, stating your occupation, date of employment, and basic and gross salary per month.[[2]](#source-2)

This is the letter people search for as the “employment letter”, “company letter” or “employer letter” for PR. It is a factual HR letter, not a recommendation. Ask HR for it shortly before you submit, because a letter older than 3 months does not meet the checklist.

Employment document
What ICA’s checklist asks for

Letter of employment
From your current employer, dated within 3 months of your online application. States occupation, date of employment, and basic and gross monthly salary.[[2]](#source-2)

Payslips
The last 6 months[[2]](#source-2)

Income tax assessments or receipts
Latest 3 years, only if you were working overseas[[2]](#source-2)

If self-employed
Latest ACRA Business Registration Certificate, plus the latest 3 years of balance sheets and profit and loss statements[[2]](#source-2)

A simple employment letter layout HR can adapt

[Company letterhead] — [Date, within 3 months of your application]

To: Immigration & Checkpoints Authority

Re: Confirmation of employment — [Full name], [FIN]

This is to confirm that [Full name] has been employed by [Company name] since [date of employment] as [occupation/job title].

Basic monthly salary: S$[amount]. Gross monthly salary: S$[amount].

[Name of signatory], [Title], [Contact details], [Signature and company stamp]

Check that the job title and salary match your payslips and work pass records. Mismatches across documents invite questions.

## Your PR photo must be 400 x 514 pixels with a white background

Every applicant needs a recent colour digital photo in ICA’s exact format.[[2]](#source-2)

- Recent, in colour, 400 x 514 pixels.

- Full face, with no headgear unless you wear it habitually for religious or racial customs. Headgear must not hide your face.

- White background.

Non-applying spouses and sponsors do not need a photo.[[2]](#source-2)

## Pick a recommender who knows your work and is credible in Singapore

The best writer is someone senior who has worked with you directly, in Singapore, for a meaningful length of time.

Good choices usually include:

- your direct manager or a senior leader at your Singapore employer

- a senior client or business partner in Singapore who has worked with you closely

- the organiser of a community, volunteer or grassroots group you are active in

- an academic supervisor, if you studied or researched in Singapore

In our view, a writer who is a Singapore citizen or PR, or who holds a senior role in a Singapore organisation, carries more weight. That is our judgement, not an ICA rule. Avoid letters from relatives: your family ties are already shown by the family documents on ICA’s checklist.[[2]](#source-2)

## A strong recommendation letter makes specific claims that can be checked

Specific examples and numbers persuade. Adjectives do not.

Every strong letter covers four things:

- Who the writer is: name, job title, organisation and contact details.

- How they know you: in what role, since when and how often.

- What you have done: two or three concrete examples, such as a project delivered, a team built or a volunteer programme run, with dates and results.

- Why it matters in Singapore: how your work or involvement benefits the business, the community or Singapore more broadly.

A sample structure the writer can adapt

[Letterhead or address] — [Date]

To: Immigration & Checkpoints Authority

Re: Letter of recommendation for [Full name], [FIN]

I am [name], [title] at [organisation]. I have known [applicant] since [month/year] as [relationship, e.g. their direct manager].

1. [Specific achievement, with dates and results]

2. [Second specific example, e.g. leadership, a hard-to-find skill, community work]

3. [How this benefits the organisation, community or Singapore]

I am happy to be contacted to confirm any of the above.

[Name], [Title], [Phone], [Email], [Signature]

Keep it to one page. Ask the writer to use their own words; letters that read like the applicant wrote them are easy to spot.

## “Testimonial” and “recommendation letter” mean the same thing for PR

Applicants use both words for a third-party letter supporting their application. The guidance above applies to both.

Do not confuse either with the documents ICA does require. The employment letter, payslips and certificates are mandatory.[[2]](#source-2) A testimonial is optional extra evidence. Make sure every required document is complete before you spend time collecting testimonials.

## Most weak letters fail for the same five reasons

- Generic praise (“hardworking, a great asset”) with no examples.

- A writer who barely knows you, or knows you only outside Singapore.

- Claims that clash with your documents, such as a different job title, start date or salary.

- Too many letters saying the same thing.

- No contact details, so nothing can be verified.

## What do applicants ask about PR recommendation and employment letters?

Do I need a recommendation letter for Singapore PR?

No. It is not on ICA’s PR document checklist.[[2]](#source-2) Include one only if it adds specific evidence your required documents do not show.

What must the employment letter for PR say?

Your occupation, date of employment, and basic and gross salary per month. It must come from your current employer and be dated no more than 3 months before your online application.[[2]](#source-2)

How many payslips do I need for a PR application?

The last 6 months.[[2]](#source-2)

Who should write my recommendation letter?

Someone senior who has worked with you directly in Singapore, such as your manager, a senior client or a community organiser. Avoid relatives.

Is a testimonial different from a recommendation letter?

No. For PR, both mean a third-party letter supporting your application, and both are optional.

What size should my PR photo be?

A recent colour digital photo, 400 x 514 pixels, full face, on a white background.[[2]](#source-2)

How many recommendation letters should I include?

ICA sets no number. In our experience, one or two specific letters work better than several generic ones.
